请问各位老师,arrl的lotw认证,我发了执照的相片到指定邮箱却被退回了,怎么办?

官网的英文实在难懂,他说如果不通过电子邮件,就要实物复印件国际邮件。或者请求所在国的代理认证机构或个人帮助处理。这个怎么解决?

Required Documentation

For Operators Not Licensed in the United States
1.        An operator not licensed in the United States requesting an initial Callsign Certificate must provide the following documentation:
a copy of his or her Amateur Radio operating authorization
a copy of one other government-issued document that shows his or her name and address (for example, a driver's license or a utility bill) ; sensitive information like a license number or account number can be blacked out
This documentation can either be emailed to the ARRL, or can be presented in person to an in-country ARRL DXCC Card Checker, or can be sent by postal mail to the ARRL.

If you choose the email option, email a copy of your documentation to: LoTW-help@arrl.org.  When the ARRL receives your documentation, it will send you an email message containing your LoTW Account Password, with your Callsign Certificate attached.           

If you choose the Card Checker option, contact an in-country Card Checker in advance to ask if they are willing to check your documentation; a list of DXCC Card Checkers is here. The Card Checker will inspect your documents and, if accepted, inform ARRL’s LoTW staff that that your identity and license have been verified. The ARRL will then send you an email message containing your LoTW Account Password, with your Callsign Certificate attached. Do not email your documentation to the Card Checker.

If you choose the postal mail option, place your documentation in an enveloped addressed to

          LoTW Administrator
          ARRL
          225 Main Street
        Newington, CT 06111
          USA
The envelope must be postmarked from your location. When the ARRL receives your documentation, it will send you an email message containing your LoTW Account Password, with your Callsign Certificate attached. The documentation you submitted will be destroyed after your Callsign Certificate is issued.

2.        An operator not licensed in the United States who already has a Callsign Certificate may request additional Callsign Certificates for other callsigns -- such as previous callsigns or DXPedition callsigns -- without submitting a copy of a government-issued document indicating his or her identity. However, proof of Amateur Radio operating authorization must be submitted unless
The operation takes place under CEPT or IARP conventions, or

The operation takes place under an agreement between two or more countries whereby one need not have an additional written license or operating authority.
In cases where documentation of operating authorization is no longer available, send email to LoTW staff via LoTW-help@arrl.org

If you already have a Callsign Certificate, you can scan the document granting you Amateur Radio operating authorization and email it to LoTW-help@arrl.org.

Note: Obtaining a Callsign Certificate for a callsign in certain DXCC entities  also requires submission of a Landing Permit and/or Proof of Entry.

For Operators Licensed in the United States
An operator licensed in the United States who already has a Callsign Certificate may request additional Callsign Certificates for other US callsigns -- e.g. previous callsigns -- without submitting documentation. A request for an additional Callsign Certificate for a station outside the United States -- such as a holiday callsign or DXPedition callsign -- will require submission of Amateur Radio operating authorization unless:
The operation takes place under CEPT or IARP conventions, or

The operation takes place under an agreement between two or more countries whereby one need not have an additional written license or operating authority.
